In the years of East India Company’s rule, the system of civil services was first established in the Indian Sub Continent. With its slight modification, this system with colonial legacy continued through both in Pakistan and India after partition of the Indian Sub-Continent in 1947, and is designated Bangladesh Civil Service after the emergence of Bangladesh. At the early stage of British rule in India, two exclusive groups of civil servants were working with the central government, such as (a) Covenanted Servants signing an agreement with the East India Company, (b) Uncovenanted Servants not signing the agreement.

Development of Public Personnel Management (PPM) in Bangladesh
Public personal administration operates in a milieu of checks and balances. Especially this is a true in a government of a popular and democratic type. Because the personal system in such a government-particularly the system under which civil servants are recruited, the legal status as regards their tenure of employment, their compensation, opportunities for advancement, working conditions is one in which distinct parties have a direct interest; the general public, the government viewed as an employer and the employees.

Environment and natural resource management of Bangladesh
Human lives and livelihood in Bangladesh are intricately intertwined with nature. Consequently, no process of development and eradication of poverty can be conceived of without putting caring for environment and sustainable development at the centre stage. On the other hand, as the poor depend heavily on nature for their livelihood, without the whole-hearted involvement of the poor, caring for environment becomes an extremely difficult task. Bangladesh is a signatory of the Multilateral Environmental Agreement by which government is committed to undertake certain environmental management actions which will be largely beneficial to the poor.

Scholarship Management Programme of Grameen Shikka
Logical support of Scholarship management programme Bangladesh is a poor country. Maximum people of this country live from hand to mouth. Government is trying to ensure universal primary education. At present 90% children are going to school. But at higher level drop-out rate is so high. In rural areas every year a good number of meritorious boys and girls are deprived of higher education. They are compelled to discontinue their education for lack of money and also they con not develop their skill in cultural and sport events.
