Problems of Democracy- Absence of Rule of Law

Upholding the rule of law is not simply necessary for successful working of democracy and protection of individual rights, but it is also essential for vitalizing economic activities and promoting investment.[1] In democracy, rule of law that means equality before law is a guiding principle. No person can be said to be guilty unless convicted by a court under due process of existing laws. Rule of law is one of the unique characteristics of the Constitution of the Peoples Republic of Bangladesh.

Problems of Democracy- Absence of Accountability and Transparency

Accountability and transparency in both government and administration are two inevitable prerequisites of the success of democracy. Accountability is a key way to ensure that this power is used appropriately and in accordance with the public interest. Accountability means the effectiveness with which the governed can exercise influence over the government and this government accountability is ensured through legislative debates, the vigilant works of parliamentary committees, question-answer session etc.

Problems of Democracy- Absence of Participatory Political Culture

The proper functioning of democracy invariably warrants the prevalence of participatory political culture in the country. The legitimacy of any government is unavoidably linked with the sustenance of participatory political process and the voluntary consent of the governed. Participatory political culture implies such norms and values allowing; a) participation of mass people in the state’s affaires and also b) involvement of government, opposition and other stake holders in the national and local decision making process. But such political culture is hardly discerned in Bangladesh. In the country mass participation in the state’s affairs is basically confined in casting votes in both local, sub-local and national level election.
